CITY OF CENTERVILLEREQUEST <br />FOR ACTION <br />Agenda Item # Department: RequestedMeetingDate: <br />September 3, 2024 <br />Planning and Zoning <br />VII.1 <br />TITLE OF ISSUE: <br />Proposed Building Materials Review - Texturewall Panel System <br />BACKGROUND AND SUPPLEMENTAL INFORMATION: <br />City Code Chapter 156.040 (P) states: "Industrial exterior building materials. Industrial buildings are required <br />to be constructed of brick, decorative block or approved textured masonry product. Pole barn type buildings are <br />not allowed." Over the past 20 years or more, tip-up style masonry panels have been widely used and accepted <br />as an "approved masonry product". The product being proposed (Texturewall) looks and functions much like <br />masonry tip-up panels except they are constructed of steel, with a hard aggregate-fiber-reinforced polymer <br />finish. The purpose of the city code is two-fold: aesthetics and enduring taxable value. Traditional metal pole <br />buildings or the use of metal exteriors often leads to lower taxable value and a decline in value over time. Staff <br />has reviewed these panels and consulted with our city appraisers and conclude that the panels will look similar <br />to and hold value as much as their masonry tip-up panel counterparts.
