f. In instances where there are multiple requests for decorative lighting on the same <br />date or different dates to commemorate the same event, topic, or awareness, the <br />requests will be processed and granted on a first-come, first-serve basis. <br />g. Decorative lighting requests that have been approved will begin at sunset on the <br />requested date. <br />h. The city provides this opportunity to requestors as a public service. City <br />acceptance of decorative lighting requests does not constitute the CityÓs <br />endorsement of any organization or topic. <br />i. The city will not grant lighting requests for private events, including but not <br />limited to birthdays or personal anniversaries. <br />j. Decorative lighting requests may not be used for financial gain or the requesting <br />organization or individual. <br />k. The City reserves the right to revoke prior approval if it becomes aware after the <br />approval was issued that terms of this policy have not been met or the requester <br />has provided false or misleading information in their request. <br />l. Requests for decorative lighting are subject to the Minnesota Government Data <br />Practices Act (Minnesota Statutes Chapter 13); data provided in the request may <br />be considered public data. <br /> <br />IV. City Staff Responsibilities <br />a. City staff will review each request for completeness before including it in an <br />upcoming city council packet for council approval <br />b. City Council decisions are final <br />c. Upon Council approval, staff will contact the person who made the request to <br />advise of the approval; staff will contact this person within ten (10) days of <br />approval <br />d.
