November 25, 2024 <br />Honorable Mayor and City Council <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Honorable Mayor and City Council: <br />As part of the city’s 2024-2025 Strategic Plan, under Goal #2 – Organizational Resilience, <br />we endeavor to: <br />Evaluate city organizational structure, compensation/benefit package, <br />succession plans, and provide City Council with biennial update on <br /> <br /> <br />With deference to this goal, earlier this year, we adopted an updated Personnel Policy with <br />changes to benefits related to the state’s Earned Sick and Safe Time law, as well as changes <br />to our deferred compensation plan. We have also begun updating the City Council on <br />staff’s ongoing training efforts, by including information on seminars and classes each of <br />us attend in the semi-monthly Administrator’s report. The following information will <br />outline some changes which stem from the long range succession planning we have been <br />doing to address upcoming (now imminent) retirements. <br /> <br />OFFICE STAFFING PLAN <br />In 2022, the city added a professional staff position, while eliminating the receptionist <br />position. The Assistant City Administrator was hired and began working into various roles, <br />including leading the EDA, organizing programs such as Centerville Cares, Veterans <br />initiatives, grant writing, the Jr. Councilmember position and assisting with the Planning <br />and Zoning Commission. Also presented, at the time, was a potential future Organizational <br />Chart which featured the Assistant City Administrator in an elevated role, moving from an <br />emphasis on leading a few endeavors to having a working knowledge of all departments, <br />partner agencies, and operations, allowing the position to function as a true “number two”, <br />capable of stepping into the administrator’s role at any given time. This increased <br />responsibility helps us add stability to the city staff, or, as the Strategic Plan calls it, <br />“Organizational Resilience”. <br /> <br />
