1687 Westview Street (LaLonde Property) <br />An application for a Comprehensive Plan Amendment to change the guided land use from Central Business <br />District/Mixed Use to Public/Institutional, along with an application for a subsequent rezoning from M-2 <br />Mixed Use Neighborhood to P-1 Public were jointly submitted by the landowner and school district on <br />October 15, 2024. A public hearing for these zoning applications was held on November 12, at 6:30 PM at <br />City Hall. The Planning Commission took public comment and ultimately recommended approval of both <br />zoning requests. The City Council will review these requests at their December 5 meeting. <br /> <br />The school district will be on hand at the meeting to review their future plans for the property and Centerville <br />Elementary School as a whole. While the school does have a general plan for the future needs of the school, <br />it is important to note that the project is only in its concept phase. No funding has been allocated and no <br />timeline on the improvements have been set. <br /> <br />City staff, including the city attorney and consulting city planner have reviewed the zoning requirements <br />and believe that the school may be able to purchase the property and construct the improvements without <br />the proposed zoning changes. However, making these revisions to the Future Land Use Map (Comp Plan) <br />and Zoning Map provide a more transparent set of documents for future residents to better understand the <br />planned use of the site. Further, the changes allow for a more orderly process of development for the <br />property, avoiding issues with a building that would, otherwise, straddle zoning districts, etc. <br /> <br />The school has expressed a willingness to engage with the city to explore the possibility of providing <br />community space in the new addition and finding other ways to cooperatively utilize the property as a shared <br />asset. Again, there are no immediate plans for any of these improvements and a dedicated funding source <br />has not been identified by either the school or the city. <br /> <br /> <br /> <br /> <br /> <br /> <br />
