Memorandum <br />Date: November 27, 2024 <br />To: Honorable Chair and Planning Commission <br />From: Athanasia Lewis, Assistant City Administrator <br />Subject: Amending the Table of Allowed Uses <br />Background <br />Over the last year, the Planning and Zoning Commission and City Council have approved <br />several applications for small businesses whose operations are similar to machine shops/repair. <br />The approved businesses involve light assembly of a wide variety of products that do not <br />produce exterior noise, glare, fumes, obnoxious by-products or wastes. In addition to these types <br />of businesses, staff are receiving inquiries from auto-related, real estate-related, and other types <br />of businesses who are also interested in locating in Centerville. <br /> <br />Considering the number of approved applications, over the last year, coupled with ongoing <br />inquiries from businesses interested in locating in the city, staff is proposing that the Planning <br />and Zoning Commission consider amending the Table of Allowed Uses, Table 156-A, to provide <br />necessary changes to more clearly allow omitted business types to operate within the city. In <br />addition, the State has mandated that the city must allow one cannabis retail business. The update <br />to Table 156-A will need to reflect this change as well. <br />Public Hearing <br />At the December 3, 2024, Planning and Zoning Commission meeting, a public hearing will be <br />held to consider amending the Table of Allowed Uses, Table 156-A. <br />Residents are encouraged to provide input at this hearing. <br /> <br />Staff Recommendation <br />Staff recommends the following amendments to the Table of Allowed Uses <br /> Real estate-related business be added to the Table and permitted in the B-1 and B-2 <br />Commercial Districts <br /> Light assembly be added to the Table and permitted in the I Industrial District and B-1 <br />Commercial District <br /> Auto-detailing be added to the Table and permitted in the I Industrial District and B-1 <br />and B-2 Commercial Districts <br /> Cannabis Retail Business be added to B-1 and B-2 Commercial Districts, requiring a <br />Conditional Use Permit (CUP); this use would be prohibited in the M-1 and M-2 Zoning <br />Districts. <br /> <br />
