METROPOLITAN <br />C O U N O 1 L <br />December 30, 2024 <br />Athanasia Lewis, Assistant City Administrator <br />City of Centerville <br />1880 Main Street <br />Centerville, MN 55038 <br />RE: City of Centerville — 1687 Westview Street (LaLonde Property) Comprehensive Plan <br />Amendment — Administrative Review <br />Metropolitan Council Review File No. 21982-3 <br />Metropolitan Council District 11 <br />Dear Athanasia Lewis: <br />The Metropolitan Council received the City's 1687 Westview Street comprehensive plan amendment on <br />December 12, 2024. The amendment reguides 2.79 acres from Central Business District/Mixed Use to <br />Public/Semi-Public located at 1687 Westview Street. The purpose of the amendment is to facilitate <br />expansion of the adjacent Centennial School District property. <br />Council staff finds the amendment meets the Comprehensive Plan Amendment Administrative Review <br />Guidelines adopted by the Council on November 30, 2022. The proposed amendment does not affect <br />official forecasts or the City's ability to accommodate its share of the region's affordable housing need. <br />Therefore, the Council will waive further review and action; and the City may place this amendment into <br />effect. <br />However, staff offers the following advisory comments for your consideration: <br />Water Supply and Quality (Lanya Ross, 651- 602-1803) <br />The site is located in the Lino Lakes Drinking Water Supply Management Area, which has been <br />designated by the City and the Minnesota Department of Health as highly vulnerable to <br />contamination. Development and redevelopment provide opportunities to install best practices <br />that improve water efficiency and protect water sources, which benefit the long-term capacity of <br />Centerville's water supply system and protect the health of residents in Centerville and <br />neighboring communities. <br />Housing (Olivia Boerschinger, 651-602-1327) <br />The amendment is consistent with the Met Council's Housing Policy Plan. The Plan currently <br />provides sufficient land to address Centerville's share of the region's 2021-2030 need for <br />affordable housing, which is 14 units. As of this amendment, the Plan will be guiding <br />approximately 1.25 acres of higher density residential land such that at least 15 units could be <br />built. <br />The amendment, explanatory materials, and the information submission form will be appended to the <br />City's Plan in the Council's files.
