• David Drown & Associates <br />o $24,000 — Full Service Fee <br />• Specialized Recruiting Group <br />o 25-30% of Is'Year Salary <br />If the City Council wishes to hire a professional search firm to perform this work, they <br />may hire either of these firms, or ask that Staff obtain more proposals. There is no need <br />to hire the lowest fee proposal, since this is a professional services project. <br />Consideration of 60-Day Notice Period for City Administrator <br />While the city's contract with the City Administrator has a 60-day notice period, this <br />does not necessarily mean that the city is required to employ him through that entire <br />period. Certainly, Mr. Statz has considerable knowledge and history with the city which <br />he can utilize during his remaining time to bring other staff members up to speed. <br />Further, he is a respected professional, who will not be disruptive during the exit period. <br />However, a number of things should be considered when deciding how long to keep <br />Administrator Statz employed. <br />• Paid Holidays (MLK Day; President's Day) between now and his last day. <br />• 3-day, off -site training seminar (City Engineer's Conference; Jan 29-31); Mr. <br />Statz is required to attend this conference to maintain his engineering license. <br />With this in mind, it may make sense to have January 28 be Mr. Statz's last day of <br />employment, to avoid 4 days of pay (3 at the conference and 1 holiday) where he will not <br />be actively working on city issues. <br />Conclusions and Recommendations <br />Staff offers the following recommended actions for the City Council: <br />1. Formally accept the resignation of Administrator Statz, acknowledging the <br />beginning of his advanced notice requirement to be December 19, 2024 and the <br />final possible date of his employment as February 17, 2025. <br />2. Formally appoint [Option], as the Interim Administrator, effective at the <br />termination of Mr. Statz's employment and authorize a temporary pay increase for <br />"Acting Administrator" pay of 10%: <br />a. Option 1 - Assistant Administrator Athanasia Lewis <br />b. Option 2 — City Clerk Teresa Bender <br />c. Option 3 — Chose a former Administrator from the LMC list. <br />3. Begin the City Administrator Search <br />a. Option 1 — Direct staff to prepare documents for the advertisement of the <br />position opening. <br />b. Option 2 — Authorize the Personnel Committee, including the City <br />Attorney's office to facilitate the search process. <br />c. Option 3 — Utilize a professional Executive Search Firm (see attached <br />proposals) to facilitate the process. <br />4. Release Mr. Statz from his employment <br />a. Option 1 — effective at the end of the workday on January 28, 2025. <br />b. Option 2 — effective at the end of the workday on February 14, 2025. <br />
