• David Drown & Associates
o $24,000 — Full Service Fee
• Specialized Recruiting Group
o 25-30% of Is'Year Salary
If the City Council wishes to hire a professional search firm to perform this work, they
may hire either of these firms, or ask that Staff obtain more proposals. There is no need
to hire the lowest fee proposal, since this is a professional services project.
Consideration of 60-Day Notice Period for City Administrator
While the city's contract with the City Administrator has a 60-day notice period, this
does not necessarily mean that the city is required to employ him through that entire
period. Certainly, Mr. Statz has considerable knowledge and history with the city which
he can utilize during his remaining time to bring other staff members up to speed.
Further, he is a respected professional, who will not be disruptive during the exit period.
However, a number of things should be considered when deciding how long to keep
Administrator Statz employed.
• Paid Holidays (MLK Day; President's Day) between now and his last day.
• 3-day, off -site training seminar (City Engineer's Conference; Jan 29-31); Mr.
Statz is required to attend this conference to maintain his engineering license.
With this in mind, it may make sense to have January 28 be Mr. Statz's last day of
employment, to avoid 4 days of pay (3 at the conference and 1 holiday) where he will not
be actively working on city issues.
Conclusions and Recommendations
Staff offers the following recommended actions for the City Council:
1. Formally accept the resignation of Administrator Statz, acknowledging the
beginning of his advanced notice requirement to be December 19, 2024 and the
final possible date of his employment as February 17, 2025.
2. Formally appoint [Option], as the Interim Administrator, effective at the
termination of Mr. Statz's employment and authorize a temporary pay increase for
"Acting Administrator" pay of 10%:
a. Option 1 - Assistant Administrator Athanasia Lewis
b. Option 2 — City Clerk Teresa Bender
c. Option 3 — Chose a former Administrator from the LMC list.
3. Begin the City Administrator Search
a. Option 1 — Direct staff to prepare documents for the advertisement of the
position opening.
b. Option 2 — Authorize the Personnel Committee, including the City
Attorney's office to facilitate the search process.
c. Option 3 — Utilize a professional Executive Search Firm (see attached
proposals) to facilitate the process.
4. Release Mr. Statz from his employment
a. Option 1 — effective at the end of the workday on January 28, 2025.
b. Option 2 — effective at the end of the workday on February 14, 2025.
