outlet is an overland swale which is routed across several yards,eventually reaching <br />Judicial Ditch 3. The designed normal water level (NWL) of this pond is 903.5; about 2 <br />feet below the elevation of the walk-out at 6996 Brian Drive. Several other walk-outs <br />around the pond are 2.5 to 3 feet higher than the NWL. <br />Figure 1 - Existing Conditions <br />The proposed improvements would lower the NWL to around 902 (about 1.5 feet lower <br />than today) and routes the outlet to the south, via a storm pipe (shown in blue). The <br />outlet to the northeast would remain, unaltered, as an emergency overflow(EOF). <br />Figure 2 - Proposed Conditions <br />The estimated project costs are around $45,000, including construction and engineering <br />costs. Staff will handle as much of the engineering in-house as possible, but the <br />permitting process may need to include modeling which would require a consultant’s <br />help. Funding for the project would include special assessments, estimated at $12,000. <br />The remaining costs ($33,000) would come from the city’s stormwater fund. The current <br />balance in the stormwater utility fund is approximately $381,000. The assessments on <br />this project, would therefore represent a contribution of 27% from the adjoining <br />homeowners and 73% from the city. <br />If the City Council is amenable to the proposed cost share for this project, staff would <br />complete some initial discussions with the watershed and return for formal approval of a <br />feasibility study to begin the project process. <br />206 <br /> <br />
