Memorandum <br />Date: August 23, 2024 <br />To: Honorable Mayor and City Council Members <br />From: Mark Statz, PE – City Administrator/Engineer <br /> <br />Subject: Backyard Drainage Issue – 6996 Brian Drive <br />Centerville has a policy which offers neighborhoods looking to improve backyard <br />drainage a 25% city cost participation. Several recent projects have been completed <br />using this program. <br />The resident at 6996 Brian Drive approached city staff several years ago to look at <br />drainage in their backyard. Staff offered the city’s cost share program and discussed the <br />options for infrastructure improvements. After some consideration and exploration of <br />various options, the costs proved prohibitive. <br />Staff was again approached in 2024 <br />by the homeowners after they had <br />been turned away by several <br />landscaping companies who said <br />there was no way to improve their <br />backyard drainage. Standing water <br />can be seen throughout the <br />backyard, and most concerning, <br />against the foundation. <br />Further research was carried out to <br />examine the history of the pond <br />affecting this backyard’s drainage. <br />In short, staff found that there were <br />unique circumstances herethat lead to the difficult situation. During the design and <br />construction of this development, the city experienced turnover at the City Administrator <br />position, City Engineering consultant and the bankruptcy of the developer. All of these <br />factors lead to a less-than desirabledesign of the pond and its drainage system. <br />The backyard pond at issue does not take any drainage from public right-of-way; only <br />from backyards. It does not have a piped outlet, as most stormwater ponds do. It’s only <br />197 <br /> <br />
