Stantec Consulting Services Inc. <br />733 Marquette Avenue, Suite 1000 <br />MinneapolisMN55402-2314 <br />January 17, 2025 <br />Mark Statz, PE – City Administrator/Engineer <br />City of Centerville <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Mr. Statz, <br />Reference: Proposal for Engineering Services - 2025 Thin Overlay Project <br />This letter outlines the Scope of Services and estimated fees for providing engineering services for <br />Centerville’s proposed 2025 Thin Overlay project. The streets included in the project generally include <br />st <br />Lamotte Drive and Heritage Street west of Centerville Road, Center Oaks 1 Addition (Center Street west <br />of Dupre, Tourville Circle, Oak Circle, Pheasant Lane), Brian Drive (Main Street to Brian Court), Peltier <br />Circle, Old Mill Rd (west of Revoir St), and Shad Avenue. The improvements consist of a thin mill and <br />overlay (1”) of all bituminous streets, select curb and gutter replacement, and storm and sanitary structure <br />adjustments/repairs as needed. <br />The scope of engineering services consists of the following tasks: <br />Feasibility Study Phase: <br />Task 1 – Site visit with city staff to review proposed improvements <br />Task 2 – Prepare Feasibility Study meeting MN Chapter 429 (Local Improvements, Special Assessments) <br />requirements. The feasibility study will identify the proposed improvements, costs for financing and <br />assessment purposes, project schedule, and required permits, if any. The City will provide the assessment <br />roll for inclusion in the report. <br />Task 3 – Attendance at one City Council meeting to present feasibility report <br />Design Phase: <br />Task 1 – Preparation of bidding documents, including plans, specifications, and Advertisement for Bids for <br />proposed street improvements as identified in the feasibility study. The City will determine required curb <br />replacement and structure adjustment quantities and locations for inclusion in the plans. A 60% plan set <br />will be submitted to City staff for review, and comments incorporated into the final construction plans. <br />Task 2 – Preparation of cost estimate <br />Task 3 – Attendance at one City Council meeting to present plans <br />1 <br />209 <br /> <br />
