<br /> <br /> <br /> <br /> <br />Memorandum <br /> <br /> <br />Date: January 28, 2025 <br /> <br />To: Honorable Chair and Planning Commissioner <br /> <br />From: Mark Statz, PE Î City Administrator/Engineer <br />rd <br />Subject: Concept Plan Review Î Old Mill Estates 3 Addition <br /> <br /> <br />Background <br />Attached is a development concept plan submitted by Diamond View Partners, the <br />stnd <br />developers of Old Mill Estates 1 and 2 Additions. This concept was reviewed at the <br />Planning CommissionÓs March 2024 meeting. Included in the agenda packet is the <br />information shared with the commission at that time. While no formal action was taken <br />in March, the general consensus of the commission was supportive of the plan. <br /> <br />Update <br />Initially, the developer was hoping to complete the project in the summer of 2024. <br />However, wetland permitting issues took longer than expected, but have now been <br />resolved. Since there have been several seats turned over on both the Planning <br />Commission and the City Council, the developer wanted to present this information again <br />to ensure the city, as a whole, was still in support of the concept. <br /> <br />Additional Details <br />The developer has added these additional details to what was presented, previously. <br /> <br />\[The development\] includes three lots plus the old Lot 8 for four lots total. The three <br />would share one access to the street with a professionally drawn joint maintenance <br />agreement with the sewer and water lines in that access. The shared access would be <br />asphalt paved, 16 feet wide. Each lot would be charged one park fee upon sale by us. <br /> <br />Staff Commentary <br />Generally, staff supports the concept plan. It is consistent with the land use guidance <br />from the Comprehensive Plan and appears to meet the requirements of the R2A Zoning <br />district, in which it resides. Staff has worked with the developer to strategically shape the <br />shared driveway to allow enough width for a fire truck to access the homes and a fire <br />hydrant that will be placed near them. Previously, both the Police and Fire departments <br />have reviewed and approved of the project. <br /> <br /> <br />
