Director to scope a potential overlay project for 2025. The street fund has roughly $1 Million in available cash <br />to spend. An overlay project was last done in 2022. For the past 10 years or so, the city has been doing <br />bituminous (blacktop) overlays in lieu of seal coating. The overlays aim for a cycle of around 15 to 20 years, <br />where seal coating was on a 5-to-7-year rotation. In the end, the overall cost is roughly the same, but we <br />believe the results are better with the overlays. Homes along the route of the overlay project are generally <br />asked to contribute a small portion of the cost (usually about 20%), through special assessments. The <br />remaining costs come from the street fund which is supported by general levy taxes and franchise fees. <br />A resolution ordering the feasibility study for this project is on this City Council agenda. The proposed project <br />would include: LaMotte Drive and Heritage Street west of Centerville Road, Center Oaks 1st Addition (Center <br />Street west of Dupre Road, Tourville Circle, Oak Circle and Pheasant Lane), Brian Drive (Main Street to Brian <br />Court), Peltier Circle, Old Mill Road (north of Revoir Street), and Shad Avenue. <br /> <br />PUBLIC WORKS <br />Solar on Public Buildings Grant <br />A kick-off meeting with the contractor is scheduled for January 23. <br /> <br />COMMUNITY DEVELOPMENT <br />Planning and Zoning Commission <br />Next Meeting <br />The next meeting of the Planning and Zoning Commission will be January 7. Agenda item(s) are: <br /> Amendments to the Downtown Master Plan and Development Guidelines <br />rd <br /> Old Mill Estates 3 Addition Concept Plan Review <br /> Table of Allowed Uses <br /> <br />stnd <br />Old Mill Estates 1 and 2 Additions <br />The development security has been reduced to $20,000, pending receipt of approval from the Rice Creek <br />Watershed District of the final wetland delineation. <br /> <br />rd <br />Old Mill Estates 3 Addition <br />rd <br />The developer of Old Mill Estates is proposing a 3 Addition concept that went before the Planning & <br />th <br />Zoning Commission for a ÐConcept ReviewÑ at their March 4, meeting. The developer would like to take <br />this to the Commission, again, simply for review, at their February meeting. This subdivision was always a <br />stnd <br />part of the discussion when Old Mill Estates (1 and 2 Additions) was platted. However, the developer <br />needed more time to work out wetland and power line easement issues. With some of those issues more in <br />hand, the proposed subdivision would break up Lot 8, Block 2, into 4 lots (3 new lots). <br /> <br />Block 7 Property (Downtown) <br />The prospective developer again met with city staff the week of October 28 and presented some renderings <br />of potential townhomes. Staff discussed architectural requirements, CDBG grant restrictions and other <br />logistical issues with the site. <br /> <br />1737 Main Street (Block 3) <br />Staff met with a young entrepreneur looking to build some office space. We supplied him with the <br />information on the site and connected him with Open to Business. <br /> <br />Max Storage <br />The developers of Max Storage have decided wait until spring to begin construction of Phase II. <br /> <br />2062 Fairview Street Î Design House Greetings <br />Design House Greetings is considering a second building to expand their current operation in Centerville. <br />A concept plan was reviewed at the Planning and Zoning Commission meeting on September 3. A formal <br />Site Plan Review application is anticipated in the coming weeks. <br /> <br />
