CITY OF CENTERVILLE <br />REQUEST FOR <br />COUNCIL ACTION <br />Agenda Item # Department: Requested Council Meeting Date: <br />February 12, 2025 <br />Engineering <br />VIII.1 <br />TITLE OF ISSUE: <br />Solar on Public Buildings Grant Project - Federal Executive Order <br />BACKGROUND AND SUPPLEMENTAL INFORMATION: <br />At the last City Council (CC) meeting, the council took action to pause the contract for the Solar on Public <br />Buildings Grant project in light of President Trump's Executive Order, which potentially canceled or paused <br />funding from the Inflation Reduction Act. Shortly after that meeting, a letter from his administration reinforced <br />this potential. Then, less than a day later, the letter was rescinded. However, the EO was not rescinded, <br />therefore, the questions remain about the $35,250 federal tax credit associated with this project. Staff has <br />worked with the contractor to better understand the actual anticipated savings from the solar panels and have <br />arrived at an estimate of $6,000 annually. The city's total investment, if the tax credit is not available would be <br />$47,000. Therefore, the payback period would be just shy of 8 years. Staff's recommendation is to move <br />forward with the project, given the reasonable payback period, even under worst-case funding scenarios. <br />COST AND SOURCE(S) OF FUNDING: <br />Previously approved $11,750; Addn'l $35,250 city costs if fed. tax rebates canceled.
