We would like to increase transparency through new software. Staff believes that new <br />software will make public interactions easier through better website interactions with utility <br />billing account information. Going to more modern software will allow more efficiency <br />and transparency in both operations and reporting. Staff would like to determine the new <br />City CouncilÓs willingness to explore this change and expend funds for the project before <br />putting significant time and effort into this task. <br />Inherent in any transition is to put into place the best practices associated with the new <br />software. This will entail a review of records collection and retention practices. It will also <br />prompt us to review reports that the City Council may want to see both through modifying <br />existing reports and exploring new reports. <br />2.Compensation Study <br />Staff would like to have a compensation study performed. There has been no <br />comprehensive review of our pay plan since the mid-2000Ós. Staff can only find the job <br />points determined at that and an estimated pay grade that those points would correspond <br />to. We donÓt have any background information to help us continue to use that methodology. <br />There would be several reasons for the review. The most obvious is that we have changed <br />a couple positions with only modest attention paid to the position duties and how those fit <br />into the pay matrix. The pay has been primarily determined based on neighboring <br />community rates of pay for similar sounding jobs. The second is to review the individual <br />positions to verify if the functional duties match the job descriptions accurately. The third <br />reason is to establish a standard process to grade new positions if any come into being. <br />The reason this is important is for Comparable Worth reporting to the State of Minnesota. <br />The state has an interest in ensuring that female dominated positions are not paid less than <br />male dominated positions for similar complexity of tasks. The point system is essential to <br />making sure we meet our statutory responsibilities in a thoughtful way. <br />11 <br /> <br />
