733 Marquette Avenue, Suite 1000, Minneapolis, MN 55402 <br />Memorandum <br />DATE:April 1, 2025 <br />TO:Centerville Planning & Zoning Commission <br />FROM:Phil Carlson, AICP, Stantec <br />RE:Downtown Master Plan & Development Guidelines Ï Parking Standards <br />INTRODUCTION <br />The downtown area of Centerville surrounding Main Street and Centerville Road has operated <br />under the Master Plan & Development Guidelines for Downtown Centerville (Master Plan or DMP <br />for short)since its adoption in 2006 and revision in 2023. The City Council has requested that the <br />issue of parking ratios be reviewed and has asked the Planning and Zoning Commission to <br />consider options for revising the standards and guidance in the DMP. <br />Parking is a complex issue and has been studied by many communities over the last fifty years or <br />more. There is not one simple answer for how much parking to require Ï there are many variables. <br />The following is a simplified look at parking standards for Centerville. The issue is divided into two <br />sections Ï Residential and Commercial. <br />CONCLUSION/RECOMMENDATION Ï RESIDENTIAL PARKING <br />Based on the information and analysis in this memorandum, I <br />recommend removing the standard in the Master Plan referring <br />to bedroom units and refer to the Zoning Code standard Ï 2 <br />spacesper unit Ï but keep the standards in the current code that <br />allow flexibility either with a PUD or by CUP. The CityÔs standard of <br />2/unit is in line with other suburban communities, but the City has <br />the ability to vary from its own standard if the situation warrants. I <br />recommend that a fraction of these 2 spaces Ï perhaps 0.2/unit <br />Ï be reserved for guest parking for apartment projects. <br />CONCLUSION/RECOMMENDATION Ï COMMERCIAL PARKING <br />The Master Plan does not have numerical parking standards for commercial uses Ï those are <br />regulated in the Zoning Code, so no change is needed in the Master Plan, except to say that the <br />Zoning Code governs. Based on the information and analysis in this memorandum, I recommend <br />makingthe commercial parking standard in the Zoning Code for retail, office and banks 5/1,000 <br />sq ft (vs. the four different numbers now), which can be adjusted in a PUD or CUP. <br />A full analysis of parking standards for all commercial uses would be a much larger study, which <br />the City may wish to undertake at some point. This analysis includes only a few common <br />commercial uses. <br /> <br />
