April 1, 2025 <br />Centerville Planning & Zoning Commission <br />Page 3of 17 <br />RE: Downtown Master Plan & Development Guidelines ÏParking Standards <br />Current Master Plan & Development Guidelines ResidentialStandards <br />The DMP has over 70 mentions of ÑparkingÒ in the document. There is a Parking Strategy in the <br />Systems Guidelines within the DMP. Both on-street parking and shared parking among different <br />uses are mentioned as parts of this strategy. The Parking Strategy acknowledges up front that <br />Ñ\[b\]alancing the realities of car-related necessities (streets, parking and so on) and the desired <br />character is a significant challenge.Ò The Parking Strategy does not contain specific standards or <br />ratios Ïthat is left to the Site Development Standards section of the DMP. <br />Site Development Standards <br />The Site Development Standards section emphasizes that parking will be provided as prescribed in <br />the city code but that there may also be shared or municipal parking facilities and on-street <br />parallel parking for many trips. The Standards encourage parking areas to be to the side or rear of <br />buildings, not in front. <br />The Standards suggest that residential parking be provided at 1 space per bedroom plus 1 guest <br />space per 10 units. At this rate, a typical apartment or townhouse project with two bedrooms <br />would require 2 spaces plus the guest parking. This is more than the Zoning Code standardof <br />simply 2 spaces per unit. <br />Other Apartment Projects Proposed in Centerville <br />LaLonde Project <br />By comparison, the apartment project proposed recently on the LaLonde property on Centerville <br />Road and Westview Street had planned 166 parking spaces for 104 units, or 1.6 spaces per unit <br />total. This is typical of suburban apartment projects I have seen in the last several years Ïmuch less <br />than 2 per unit. The developer was willing to put a lot of money and effort into the project, and <br />their commitment speaks to the reality of the demand for parking.There was not a detailed <br />breakdown of number of bedrooms for that project, so we cannot compare their parking to the <br />ratio of 1 space/bedroom. <br />Belleville Landing Apartments <br />The Belleville Landing apartment project proposed in 2021 on the Rehbein property north of <br />st <br />Norbella Senior Living on 21Avenue N., had proposed 209 parking for 103 units, or just over 2 <br />spaces per unit.There was not a detailed breakdown of number of bedrooms for that project <br />either, so we cannot compare their parking to the ratio of 1 space/bedroom. <br />Standards in Other Communities <br />The parking requirements for multi-family projects in someother nearby communities situated <br />similarly to Centerville are summarized in the table on the next page.The consensus from these <br />communities is 2 spaces per unit, sometimes a little more for guest parking. <br /> <br />
