Nfnp <br />To:Athanasia LewisFrom:Kellie Schlegel <br />City of CentervilleMinneapolis <br />Project/File:193807381Date:May 8, 2025 <br />Reference: 2025 Thin Overlay Street Improvements - Contract Award <br />The 2025 Thin Overlay Street Improvements project is the 6th project under the city's Thin Overlay program <br />that was implemented in 2014. This program consists of a thin overlay of city streets that are typically 15- <br />20 years into their life cycle. This program was implemented in lieu of a seal coat program. <br />The Council ordered the preparation of a feasibility report for the 2025 project on January 22, 2025. <br />Subsequent actions include acceptance of the report (February 12, 2025), ordering plans and specifications <br />(February 26, 2026), holding the public improvement hearing (March 26, 2025) and authorization of bidding <br />(March 26, 2025). <br />Bids were opened on Tuesday, April 22 at 10:00 AM, and five bids were received. The low base bid was <br />24% lower than the engineer's opinion of probable costs, while the low bids for the alternates were within <br />1% of the engineer's opinion of probable costs. The attached bid results letter and bid tabulation provides <br />additional details of the bids. <br />The project consists of a base bid and 2 alternates. Streets included in the base bid include: Lamotte Drive <br />and Heritage Street west of Centerville Road, Center Oaks 1st Addition (Center Street W of Dupre, <br />Tourville Circle, Oak Circle, Pheasant Lane), Peltier Circle, and Shad Avenue. Alternate Number 1 is Old <br />Mill Road (North of Revoir Street) while Alternate Number 2 is Brian Drive (Main Street to Brian Court). Staff <br />does not recommend awarding either of the 2 alternates with this year's project. The repair of the culvert on <br />Brian Drive will require a more complex solution than paving an extra 1"-2" of pavement, so there may be <br />further disturbance of Brian Drive that will be required in the near future. Old Mill Road is in slightly better <br />condition than the other roads included in this project, and there is concern that the road may incur damage <br />with the construction of the proposed development immediately to the north.
