11,47 <br />Stantec <br />733 Marquette Avenue, Suite 1000, Minneapolis, MN 55402 <br />Supplemental Planning Report <br />DATE: May 14, 2025 <br />TO: Centerville City Council <br />FROM: Phil Carlson, AICP, Stantec <br />APPLICANTS: Jim and Mary Heron <br />REQUEST: Variance - Accessory Structure Setback <br />ADDRESS: 1421 Mound Trail <br />INTRODUCTION <br />The Planning and Zoning Commission recommended approval of the variance request at 1421 <br />Mound Trail for a new accessory structure. I propose revised findings for approval of the variance: <br />(Revised) Findings of Fact for Approval <br />1) Thomas and Mary Heron ("Applicants") own the property at 1421 Mound Trail, legally <br />described as Lot 9 Block 1 THE SHORES, Anoka County, in the R-2 zoning district. <br />2) The Applicants propose to build an accessory structure on the north part of the lot in front <br />of the house w0thin the required frGn+ setback. <br />3) The request complies with the comprehensive plan and zoning ordinance, other than not <br />bein!-, located in the rear yard <br />4) The use, an accessory building on a residential lot, is reasonable. <br />5) There are unique circumstances on this lot that pose practical difficulties to meeting the <br />vrdin!_Yence setback standard as it has been a'L;. died_ historicall��r__in the City. The house is <br />situated on the south part of the lot near the lake, leaving only a very small rear yard <br />where an accessory building would typically be required to be located, not enough space <br />for a reasonable structure. There is ample room in the front of the lot, which is where the <br />Applicants propose the new structure. These are circumstances not created by the <br />Applicants. <br />6) The proposed structure will not alter the essential character of the locality, since there are <br />similarly located accessary buildings in the front yards of several properties in the <br />immediate vicinity. <br />7) The request satisfies the standards for approving a variance in Section 156.310 of the <br />Centerville zoning ordinance. <br />u.�usig v,ith community in mind <br />
