Page 4 of 5 <br />Reference: Brian Drive, Culvert Bridge 02J04 Posting Analysis <br />o Assumptions: According to the bridge inspection report, each culvert is 89 feet long. The <br />structural plate liner would be applied to the 32Ó wide roadway section plus 8Ó on each side <br />for a total length of 48Ó per culvert. <br />o 2 Culverts x 48 LF x $2,700/LF = $260,000 for plate liner <br />o Estimate $60,000 for hydraulic analysis and other indirect costs <br />Option 4 Î Replace Culvert: <br /> $650,000 <br /> <br />4 Funding <br /> <br />If the City were to move forward with improvements to the culvert, there are two likely sources of funding: <br />local (City) funds, or State Bridge Funds. <br />Local funds: If the City wishes to pursue options 1 or 2, they would need to be funded entirely from local <br />funds. <br />State Bridge funds: The state legislature has regularly appropriated funds to bridge replacement and <br />rehabilitation through general funds, bonding, or both. Option 4 (full replacement) would be eligible for state <br />bridge funds. Option 3 can only be eligible for bridge funds if a post-rehabilitation load rating and inspection <br />determines that the bridge meets load requirements. There is a fairly significant amount of risk with this <br />approach, and thus, MnDOT has not previously approved bridge funds for a bridge lining project. <br />There are currently no bridge funds available, but the legislature may appropriate new funds either in a <br />2025 special legislative session, or in the 2026 legislative session. As a city with a population of 5,000 or <br />less, Centerville would be eligible for 100% of the engineering design and bridge replacement construction <br />costs, less a $10,000 match for engineering and $10,000 match for construction. To be eligible for funding <br />appropriation, engineered design and construction plans must be completed and approved by MnDOT. If <br />funding is not available at that time, the project will be added to the waitlist. <br /> <br />67 <br /> <br />
