City of Centerville <br />City Council & Closed Exec. Session Meeting Minutes <br />October 9, 2025 <br />City Planner Fuerst reviewed a PowerPoint, noting that the City received an application for a rezoning <br />st <br />request and Comprehensive Plan Amendment for the property located at 7181 - 21 Avenue. The request <br />is to rezone the property from B-2 Commercial to R-3. Equinox Development, LLC is proposing a multi- <br />unit, townhome development project at this location. Planner Fuerst stated that a public hearing was held <br />at the September 2, 2025, P & Z meeting and they recommended approval of the rezone and <br />Comprehensive Plan amendment. <br /> <br />City Planner Fuerst reviewed tax impacts with the proposed project vs. a commercial project. <br /> <br />Lengthy discussion ensued regarding the height of the building(s), no Homeowners Association as the <br />buildings were rental units, maintaining of the streets and responsibilities, private driveways being <br />maintained by the property management company, the difference in tax revenue between commercial and <br />residential development, that the proposed development did not support the goals of relieving residents of <br />some tax burden, the desire to see senior development, that the development would require a Planned Unit <br />Development application, the location was a good site for rental units, Equinox Development’s feeling <br />that there has not been enough interest in the parcel being zoned Commercial for the past several years, <br />traffic counts not generating interest from Commercial developers, desire to see higher density on the <br />parcel, concerns for trail connectivity and that the project meets the city guidelines. <br /> <br />Mayor Golden read an email that was received in opposition of the project on October 8, 2025. <br /> <br />Ms. Terese Robinson, 2106 Ada Drive, Lino Lakes, stated that in the past she has represented both Lino <br />Lakes and Centerville residents regarding previous proposals for development on the parcel. She stated <br />that the mailing for public hearing only gave them several days of notice and that she felt rental house was <br />not in the best interest of the city. Ms. Robinson stated that she would like a traffic study as she believes <br />that the traffic count is higher than expected/anticipated. She also questioned the impact on schools and <br />emergency services with the proposed project. Ms. Robinson also stated that she believed that the plans <br />should be finalized before the modifications to the existing zoning and Comprehensive Plan Amendment. <br /> <br />a) Ordinance #143, Second Series Amendment to City Code Rezoning From B-2 to R-3 <br />(Second Reading) <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Adopt <br />Ordinance #143, Second Series Amendment to City Code Rezoning from B-2 to R-3. All in favor. <br />Motion carried. <br /> <br />b) Resolution 25-0XX – Amending the Comprehensive Plan to Reflect Rezoning from B-2 to <br />R-3 <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Adopt <br />Resolution 25-033 – Amending the Comprehensive Plan to Reflect Rezoning from B-2 to R-as <br />presented.
