CITY OF CENTERVILLE <br />REQUEST FOR <br />COUNCIL ACTION <br />enteryi(Ce <br />Established 1857 <br />Agenda Item # <br />Department: <br />Requested Council Meeting Date: <br />WS 2.1.1 <br />Admin/Engineering/Public Works <br />February 26, 2026 <br />TITLE OF ISSUE: <br />Water Interconnection with Lino Lakes <br />BACKGROUND AND SUPPLEMENTAL INFORMATION: <br />The council have been discussing the water transfer from the interconnect with Lino Lakes for several months. <br />The city received 25 million gallons of water a couple of years ago, due to a malfunctioning valve. The joint <br />powers agreement (JPA) between the two cities states that the city receiving the water will pay the other city <br />back with water, unless for some reason there is a problem doing so, and in that case the payback would be <br />made monetarily at 80% of the residential water rate of the proving community. There is a difference of <br />opinion between the two cities about how the city of Lino Lakes will be paid back. Since the JPA does not <br />address malfunctions and there is a shared responsibility for monitoring the functionality of the interconnect, <br />staff recommended paying Lino Lakes back based on the production cost, and the City of Lino Lakes is not <br />amenable to this.
