The Centers for Disease Control and Prevention <br />(CDC) Agency for Toxic Substances & Disease Registry (ATSDR) defines social vulnerability as “…the <br />resilience of communities when confronted by external stresses on human health, stresses such as <br />natural or human-caused disasters, or disease outbreaks” (ATSDR, 2020). Exacerbating these <br />stressors are the increasing number of extreme weather events attributed to Minnesota’s changing <br />climate (MPCA, 2018). <br />The ATSDR created the CDC Social Vulnerability Index (SVI) to help identify vulnerable communities <br />that need support in preparing for hazards or recovering from disaster. The CDC SVI is created at the <br />census tract level using American Community Survey (ACS) five-year data. <br />The SVI is included in the FEMA National Risk Index (NRI) and presented in the Risk and Vulnerability <br />dashboard on the webpage for each hazard. Additionally, summaries of at-risk populations in each <br />jurisdiction are available on the county profile page. Vulnerable attributes of a population are <br />addressed with each natural hazard. <br />The Risk and Vulnerability dashboard for each hazard also includes the FEMA Community Resilience <br />Challenges Index (CRCI). The CRCI is a composite index of 22 community resilience indicators, <br />including population and household characteristics, housing, healthcare, economic factors, and <br />connection to community. The index value provides a relative composite value by census tract and is <br />designed for emergency managers to target outreach strategies and understand the resilience <br />challenges community members face (FEMA, 2024a). <br />Explore population vulnerability on the Anoka County HMP <br />Website <br />3.3 Climate Change <br />Minnesota’s climate change summary is informed primarily by the Midwest Chapter of the Fifth <br />National Climate Assessment (NCA5) dated November 2023 and with interpretations from the MN <br />DNR State Climatology Office (Wilson et al., 2023). <br />Rising global temperatures and the resulting increases in atmospheric moisture from evaporation of <br />ocean waters have allowed Minnesota to become warmer, wetter, and more humid during the past <br /> <br />Section 3 13 Hazards <br />22 <br /> <br />
