A cutoff of eighty (80) points was established to identify communities most comparable to
Centerville across seven (7) categories. Given the number of high-scoring communities, it was
recommended that the top comparables to select were those scoring 80 or higher and located
within 30 miles. Employees were also invited to provide input on additional peers for evaluation.
Among those suggested, only Linwood Township scoredabove 80 pointsand was included.
After applying all criteria and additional analysis, seventeen (17) communities met the point
cutoff;thefull list of the seventeen (17) comparables is provided below:
Chisago City, MN City of Lindstrom, MN
City of Afton, MNLinwood Township, MN
City of Bayport, MN City of Newport, MN
City of Circle Pines, MNCity of Nowthen, MN
City of Columbus, MN City of Osseo, MN
City of Falcon Heights, MNCity of Scandia, MN
City of Grant, MNCity of Spring Lake Park, MN
City of Isanti, MN City of St. Paul Park, MN
City of Lexington, MN
Dqnfgf"rggtu"kpfkecvg"vjg"eqoowpkv{tgurqpfgf"vq"vjg"uwtxg{"qt"uwrrnkgf"OIV"ykvj"c"eqr{"qh"vjgkt"Eqorgpucvkqp"
Rncp1Wpkqp"Eqpvtcevu0
MarketSurvey
After identifying the benchmark positions, the Consultants then prepared and distributed a
marketsurvey to the seventeen (17)comparable communities. Table 1 is a summary of the
benchmark marketsurvey data. The detailed marketsurvey data for each position is contained
in Appendix C.
It is important to make a few observations regarding Table 1and Appendix C.
3+Vjg"ucnct{"fcvc"ku"kphqtocvkqp"vjcv"ycu"cxckncdng"cu"qh"Lcpwct{"4248ѻOctej"42480
The new recommended salary ranges for the Citywere developed using this salary
data from the comparablecommunities.
2)Some of the comparable communitiesprovided salary range minimums and
oczkowou"hqt"eqorctkuqp"rwtrqugu."yjkng"qvjgtu"*vjqug"vjcv"fqpҀv"wvknk|g"ucnct{"
ranges as part of their pay plans) provided actual salaries for surveyed positions.
th
The salary range minimums and maximums were analyzed to determine the 50,
ththth,th
60, 65, 75and 80rgtegpvkngu"vq"kfgpvkh{"ycig"tcpigu"hqt"҃cxgtcig҄"cpf"҃cdqxg"
cxgtcig҄"rc{gtu0"Cp{"cevwcn"ucnctkgu"rtqxkfgf"d{"vjg"eqorctcdng"eqoowpkvkgu"ygtg"
reviewed only for contextual reference and were not used to directly set ranges
ykvjkp"EgpvgtxknngҀu"rc{"rncp0"Ucnct{"tcpigu"ctg"c"dgvvgt"icwig"qh"octmgv"ucnctkgu"vjcp"
an actual salary and are thus preferred to conduct analysis.
3)Data contained within Appendix C has been thoroughly reviewed.
