The prqject site consists of very wet soils that, once disturbed, can be difficult to recompact. One way to remove the moisture can be to let the area sit through a freeze thaw cycle. This, coupled with a few months of time allows the poorly draining soils to "squeeze out" the overabundance of moisture. Before making this decision here are some pros and cons we shall consider. Pros for Placing Bituminous and Concrete in 2007 1. Contractor will be able to decrease moistl1re content in the soil, thus achieving higher density in and better stability in the sub-grade. 2. Additional year will allow for a full freeze thaw over newly constructed pipe trenches. 3. Less capital outlay in 2006. Cons for Placing Bituminous and Concrete in 2007 I. The Industrial lots will more than likely be less marketable with no in-place road. 2. If the City wanted the road opened over the winter a gravel road would have to be maintained. 3. In the spring the road would have to be shut down for constlllction until roughly the end of June. Additional Considerations 1. The City is not yet in a position to sell any lots since the platting process has not been completed. 2. The County's CSAH 14 phasing plan no longer has the median at 21 sl Ave. being constructed in 2007, but rather scheduled for 2008. · St. Paul. St. Cloud. Rochester. MN . Milwaukee, WI · Chicago.
