Fischer P.E., County Engineer <br /> <br />August 11, 2006 <br /> <br />Dallas Larson <br />City Administrator <br />City of Centerville <br />1880 Main Street, <br />Centerville, MN 55038 <br /> <br />Dear Mr. Larson: <br /> <br />We have reviewed the City's comments to the draft joint powers agreement (JPA) for the <br />CSAH 14 reconstruction project (SP 02-614-24). Following is a response to each concern you <br />raised in your August 11, 2006 letter as well as a response to proposed revisions you <br />highlighted in the JP A itselfthat was not mentioned in your letter. <br /> <br />1) The first item and perhaps of greatest concern is the inclusion of storm drainage system <br />costs in the JP A. The memorandum of agreement did not include this item and the cost <br />estimate didn't give a hint that you might be looking for participation. This recent addition <br />represents almost 60% of the MOU estimate of City share. We cannot accept this afterthought. <br />It is outrageous to expect to now allocate these costs-we will not pay for drainage system <br />costs. <br /> <br />Response: The cost split shown in the joint powers agreement is based on our standard cost <br />share policy. The MOD did in fact estimate a City cost share at 20% that was an assumption <br />made at a 30% design level. The 38% in the JP A is a refined number based on a detailed <br />design level. The spreadsheet used to calculate the split is attached for your information. <br /> <br />2) We have inserted on Page 4 the same language that was in the MOU that indicates Anoka <br />County's intention to secure reimbursement for the trail costs from Metro Parks Trail <br />Program. <br /> <br />Response: We have added the language from the MOD and clarified that the potential <br />reimbursement is limited to 50% of the local match. <br /> <br />Page 1 of 5 <br />
