<br />any funding for this. The new pond locations save on land cost but are more expensive to <br />construct and require CD 55 to be piped. The redesign is one of the reasons the project has <br />been delayed. Hopefully without the ponds on the north side of CSAH 14, the City will be able <br />to generate more tax base. <br /> <br />CSAH 14 will be constructed under traffic and will not detour onto the backage road (Northern <br />Lights Blvd). The County has no funds to credit the City for constructing the backage road. <br /> <br />9) You have the City involved in providing the power source for the traffic signal (Item IX). <br />This was not mentioned in the MOU, infact the MOU Exhibit D stated that all traffic signal <br />costs in cities under 5000 population would be County responsibility. Since all legs of the <br />intersecting roadways are County, there is no reason for the city to be involved This is a <br />County expense. <br /> <br />Response: It is standard County policy for Cities to provide for power for signals regardless of <br />City population. <br /> <br />10) Item X Maintenance provides that the storm sewers are the maintenance responsibility of <br />the City. Nowhere in the MOU was this indicated and in all afthe meetings we had, this was <br />never mentioned I do remember you stating that the City would be asked to maintain the grit <br />chambers but this was because you didn't have vactor equipment. We have deleted reference <br />to the City maintaining the storm sewer system and ponds. <br /> <br />Response: It is standard County policy for Cities to be responsible for storm sewer trunkline, <br />ponding, grit chamber and outlet structure maintenance. The MOD is not intended to outline <br />all maintenance responsibilities. The MOD states this would be formalized in the lP A. <br /> <br />Other Items Redlined in the lP A: <br /> <br />11) The City requested copies of updated spreadsheets showing calculations of cost share. <br /> <br />Response: The 60% plans submitted to the City show the design details of the project used to <br />generate the lP A. The Exhibit A attached to the lP A shows the cost splits. The drainage cost <br />split table is attached. <br /> <br />12) The City added language to 11 METHOD concerning calling of bids responsibility. <br /> <br />Response: The language has been added. <br /> <br />13) Item III A. 1. was deleted as duplicate. <br /> <br />Response: Item deleted. <br /> <br />14) The City added language to Item III A. 3a.
