The City Council of Centerville, Minnesota met in a closed session on Wednesday,
October 25, 2006, at 7:30 p.m. in City Hall. Present were Mayor Mary Capra, Council
members Richard Terway, Michelle Lakso. Also present were Administrator Dallas
Larson, City Attorney Kurt Glaser and engineer Mark Statz. Absent were Council
members Tom Lee and Jeff Paar. The purpose of the closed meeting was to hear an
st
update from the city attorney on the condemnation of right of way for the 21
Avenue/Backage Road Project.

The Council was informed of the values that the two appraisers had placed on the
acquired property. It was also reported that the property owner Sheehy has suggested
mediation to reach a settlement rather than pursuing the condemnation hearing process.
The city attorney didn’t feel this would be worthwhile, given the significant differences
between the sides. The Council agreed and didn’t believe there was any alternative but to
proceed with the condemnation process.

The meeting was reopened to the public at 8:45 p.m.

Dallas Larson, City Administrator
