City of Centerville <br />Council Meeting Minutes <br />October 25, 2006 <br />City Administrator Larson explained that Outlot E taxes for the second half of 2006 were <br />unpaid by the Developer and they feel that it is the City’s responsibility due to the timing <br />of the conveyance. <br /> <br />Mayor Capra indicated she is fine with the $750 and questioned whether the trail would <br />be paved prior to snowfall. <br />Mr. Runkle indicated that it would. <br /> <br />Motion by Council Member Terway, seconded by Council Member Lakso, to reduce <br />the retainage to $350,000. All in favor. Motion carried unanimously. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Terway, to <br />approve payment of the $750.00 for taxes for Outlot 3. All in favor. Motion carried <br />unanimously. <br /> <br />Motion by Council Member Terway, seconded by Council Member Lakso, to <br />approve the $12,991.30 over sizing credit. All in favor. Motion carried <br />unanimously. <br /> <br /> 2. Resolution #06-046, Establishing EDA <br /> <br /> Council requested that the alternative language be used. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Terway, to <br /> <br />approve Resolution #06-046, Establishing an Economic Development Committee <br />(EDA). All in favor. Motion carried unanimously. <br /> <br /> 3. Granting Easement to Rice Creek Watershed District & Approving the Presented <br />st <br />MN Wetland Conservation Act Forms Associated with the Backage Road & 21 <br />Avenue Utility and Street Improvement Project <br /> <br />City Administrator Larson explained that these documents were related to the wetland <br />mitigation associated with the area where the wetlands were filled on the north side of the <br />road. <br /> <br />Motion by Council Member Terway, seconded by Council Member Lakso, to <br />authorize granting an easement to Rice Creek Watershed District & Approving the <br />Presented MN Wetland Conservation Act Forms associated with the Backage Road <br />st <br />& 21 Avenue Utility and Street Improvement Project. All in favor. Motion carried <br />unanimously. <br /> <br /> 4. Appointment – Rice Creek Watershed District <br /> <br /> Mayor Capra stated that she is unaware of any interested candidates. <br /> <br />Page 5 of 7 <br />
