Our goal is to connect the Rice Creek Chain of Lakes Parks Regional Trail system to
Washington County's Hardwood Creek Trail in Hugo. In the past several years the City of
Centerville and the City of Hugo have actively pursued a plan for this connection. The result is
that the trails almost meet at 35E. Figure 1 shows Centerville has a trail emerging from the Rice
Creek Chain of Lakes Park extending east. The Rice Creek Chain of Lakes Park has extensive
well used beautiful trails and has plans for more. These trails will connect with trails leading to
Minneapolis. Hugo has just developed trails heading west from their city to 35E that will connect
to the Hardwood Creek Trail running north out ofthe city of Hugo. The Hardwood Creek Trail
plan is to go all the way to Duluth. During a meeting on September 25, 2000, Centerville, Hugo,
Lino Lakes, Anoka County Parks, Washington County, and the 8t Paul Water Utility agreed to
work toward the proposed connection and progress has been made. The objective of this
proposal is to finish the connection and complete the trail.

The proposal completes a section between two established trail systems. This connection will
provide citizens in the immediate communities of Centerville, Lino Lakes and Hugo cross county
access (Anoka to Washington) to existing regional outdoor amenities, such as the Anoka Chain
of Lakes Park Preserve, its existing beautiful trails, swimming beach, and eventually the Wargo
Nature Center in the Chain of Lakes Park. It will also connect to the beautiful trails along
Clearwater Creek in Hugo and Lino Lakes.

This proposal provides a corridor of access to a much larger community in the Northeast
quadrant of the Twin Cities. As other regional trail connections are completed, the Clearwater
Trail would provide outdoor enthusiasts throughout the metropolitan area the ability to walk, jog,
bike or skate significant distances without having to leave the safety and natural beauty of the
trail system.

4
