Your suggestion that the City should get bids from contractors in <br />order to "analyze" costs associated with your improvement is interesting, but <br />unfortunately not practical. <br /> <br />Contractors would not submit bids until they have plans and specifications and the city <br />would not ask for bids until we are prepared to make an award. Also, the cost to prepare <br />full plans and specifications would generally not be authorized until the project has been <br />ordered. <br /> <br />As you know, we are in the process of reviewing your plat. I suggest we start a parallel <br />process with the Council, of considering the improvement. This would likely begin with <br />an authorization for the engineer to update his cost estimate, taking into consideration the <br />plat you have submitted and any Rice Creek Watershed District input. We would then <br />have to go through the assessment hearing process in order to allocate the costs to the <br />benefited properties. <br /> <br />Ideally, all of the property owners would agree to the amounts proposed to be assessed. If <br />in the end there are property owners that are disputing the benefit to their property, the <br />council will decide whether the time is right to proceed. If the city isn't able to extend the <br />improvements, the plat would most likely be determined to be premature and would not <br />be approved. Your proposed improvement will be on the agenda for discussion on <br />December 13,2006. It would be useful if you can attend.
