<br />City of Centerville <br />Council Meeting Minutes <br />November 29, 2006 <br /> <br />City Attorney Glaser reported that the ACLU voted unanimously to sue Taylors Falls to <br />test the sex offender ordinance. He then advised Council to delay any decision until the <br />lawsuit was settled. <br /> <br />Council Member Lee inquired as to how long the lawsuit would take. City Attorney <br />Glaser responded that it would likely progress to the U.S. Supreme Court. <br /> <br />It was Council consensus to delay consideration, as suggested by the City Attorney. <br /> <br />2. Administrative Fines <br /> <br />Mayor Capra offered a brief history on administrative fines and then requested a report <br />from the City Attorney. <br /> <br />City Attorney Glaser reported that there had been movement in the last two sessions of <br />the Legislature to allow cities to determine moving violations. Also, Governor Pawlenty <br />had added a $72 fee to every court case, helping to result in the State's current $2 billion <br />surplus. He advised that the massive Anoka County computer change over will affect <br />police and prosecution departments. <br /> <br />Mayor Capra commented that the expense would be changing ticket books. She then <br />noted her objection to the fine for climbing on trees. <br /> <br />City Administrator Larson stated that Council may want to see if additional items should <br />be added, noting two or three items that were not on the list. He said there may be <br />sufficient time to make amendments before January. <br /> <br />Motion by Council Member Lee. seconded by Council Member Lakso. to approve a <br />resolution re-establishin2 penalties for administrative offenses within the City of <br />Centerville. All in favor. Motion carried unanimously. <br /> <br />3. Resolution #06-050 - Accepting Bids and Awarding Proiect Block 7 <br />Redevelopment (Grading and Utility Improvements Proiect) <br /> <br />City Administrator Larson reported that a resolution was needed to award the project to <br />Precision Excavating & Grading, LLC. <br /> <br />Motion by Council Member Terwav. seconded by Council Member Paar. to <br />approve Resolution #06-050 Acceptin2 Bids and Awardin2 Proiect Block 7 <br />Redevelopment to Precision Excavatin2 & Gradin2.
