<br />Parks & Recreation Committee <br />Meeting Minutes December 6, 2006 <br /> <br />& Zoning Commission has asked the Parks & Recreation Committee to review the plan and provide <br />input for the 2007 update. The Mr. Larson asked the committee to consider any and all ideas they <br />would like included in the 'master plan' for parks and trails within Centerville. Some of the projects <br />may not happen right away, may not happen for 10 years or we may not have funding at this time, but <br />don't let that be prohibitive. Mr. Larson suggested thinking of all the trails/sidewalks and parks in <br />Centerville, how they are connected (or not connected) and what the committee would eventually like <br />to see happen. Included in the packet was the grant application submitted in February of 2005 by the <br />Parks & Recreation Committee for The Clearwater Trail for the committee's review as there is useful <br />trail information provided by SRF Consulting. Also included was a project map for the trail <br />connections Mr. Meyer, Finance Director, had applied for with the Transportation Enhancement Grant. <br />This grant was not approved in 2006, but will be reapplied for in 2007. <br /> <br />Vice-Chairperson Seeley stated that the committee has been trying to factor in the County Road 14 <br />project because huge sections of the trail system will be taken care of with this project and questioned <br />whether the plans were solidified enough to count on the proposed sidewalks and trails. Mayor Capra <br />stated the plans regarding the trails and sidewalks are complete. The sidewalk will be on the north side <br />of CSAH 14 from Centerville Road to 20th Avenue and the trail will be on the south side of CSAH 14 <br />from the 35W Bridge to 21st Avenue. The trails and sidewalks will not be paid for by Parks & <br />Recreation or Anoka County, but will be paid for by the City. <br /> <br />Mr. Larson suggested circling all destination points within Centerville and the surrounding area on a <br />map and propose a plan to get all the points connected. For example, how do pedestrians and bikes get <br />to the shopping areas? Mayor Capra stated the City has a street improvement plan with the next phase <br />being implemented in 2009. The committee needs to consider if there should be sidewalks in <br />conjunction with the projects and where sidewalks should be required? <br /> <br />Vice-Chairperson Seeley proposed a work session be held to discuss the Comprehensive Plan. The <br />committee decided on Wednesday, January 17,2006 - 6:30 p.m. at City Hall. Ms. Stephan will ensure <br />this meeting is posted. <br /> <br />Sedona Homes <br /> <br />Mr. Larson asked this item be added for a brief discussion. Sedona Town Homes, who is building the <br />Centerville Office Park, located on 20th Avenue South, is proposing a three (3) story building in lieu of <br />the remaining 6 town homes originally proposed in Phase I (5 buildings, 2 units in each) and Phase II <br />(4 buildings, 2 units in each). At this time three (3) buildings have been built, six (6) units total. Park <br />Dedication Fees were agreed upon at $600 per unit at the time the building permits were issued for the <br />ten (10) units in Phase I. $3,600 in Park Dedication fees have been collected at this time. The <br />Planning & Zoning Commission has recommended City Council approve this change, with conditions. <br />Sedona Homes was given a discount in Park Dedication Fees at the time this development was <br />approved because when the process was started there were not Commercial Park Dedication Fees <br />required. This changed during the approval process for the Centerville Office Park. At the fee stated in <br />City Code of $$2,175 per acre, the Commercial Park Dedication Fees would have been approximately <br />$11,000 opposed to the $6,000 required in the developer's agreement. At the time there was discussion <br />of a trail being installed, but because of the County Road 14 project neither the developer nor the City <br />wanted to put a trail in that could potentially have to be removed. But, there was not a trail easement <br />included in the original plat as there should have been. Mr. Larson said there were some mistakes <br /> <br />6 of 10 <br />
