<br />City Attorney Hoeft asked City Administrator Moore-Sykes to create an agenda for the <br />executive session and post it three days in advance of the meeting. <br /> <br />Council Member Broussard Vickers clarified that when Council holds closed session <br />discussions there are to be no motions and Council should take notes. <br /> <br />Ms. Moore-Sykes indicated she had received a request to put the bobcat purchase on the <br />agenda for discussion at the next meeting. <br /> <br />Mayor Swedberg indicated the bobcat purchase could be discussed III the budget <br />deliberations. <br /> <br />Ms. Moore-Sykes thanked Council for the plant and said it was very nice to have it when <br />she walked in. <br /> <br />Mr. Ray DeVine addressed Council and expressed concern with Council's decision to <br />request a fire inspection for the Lions' haunted house. He then asked why inspections <br />had not been done on past haunted houses. <br /> <br />Council Member Capra indicated she had spoken to Chief Heckman at the budget work <br />session and he had expressed concern about some things that happened with the Kelly's <br />event and said that started her thinking about other liabilities and she thought it would be <br />appropriate to ask for an inspection to ensure that the haunted house is safe for residents. <br /> <br />Council Member Nelson indicated the City had granted a noise variance for the event at <br />Kelly's but did not grant an outside liquor permit. <br /> <br />Council Member Capra indicated she had discussed her concern with Milo Bennet and <br />Ms. Moore-Sykes who agreed that it may be a good idea to have a fire inspector take a <br />look at the building. <br /> <br />Mr. DeVine told Council that several people had been working tirelessly for weeks to <br />ensure that the haunted house would be ready to go for the upcoming weekend. He then <br />indicated that there had never been a fire inspection before for the haunted house. He <br />further commented that when he remodeled his office building he had a fire inspection <br />and said that based on that experience, he did not feel there was any way the haunted <br />house would pass a fire inspection. Mr. DeVine then stated that ordering a fire inspection <br />would effectively shut down the haunted house scheduled for Friday and Saturday. <br /> <br />Ms. Moore-Sykes indicated the City just wants to send a fire inspector in to review and <br />determine if there is anything that is obviously dangerous so corrections can be made. <br /> <br />Mr. DeVine indicated there was not time to make corrections to the haunted house as the <br />event is scheduled to begin in two days. <br /> <br />Page 24 of 23 <br />
