<br />2. Truth and Taxation Hearings <br /> <br />Ms. Bender asked if Council wanted to hold a truth and taxation hearing even though it is <br />not required to do so this year. <br /> <br />Council agreed, by consensus, that it would not hold a truth in taxation hearing as the <br />matter is very complicated due to recent legislative changes. <br /> <br />Council agreed, by consensus, to schedule a budget work session for October 30, 2001. <br /> <br />Ms. Bender reported that the pond inventory is approximately half way done. <br /> <br />Council Member Capra asked how many ponds the City has. Ms. Bender indicated there <br />were approximately 50 ponds in the City. <br /> <br />Mayor Swedberg reported he had received the five-year highway plan for Anoka County <br />and said he would review it and report any issues relevant to the City. <br /> <br />Mayor Swedberg asked whether the letter from the League of Minnesota Cities <br />concerning loss control would be responded to within the 60-day time limit. Ms. Bender <br />indicated that she had not yet responded as the letter will be discussed by the Park and <br />Recreation Committee. She also noted that Mr. Palzer and the public works staff is <br />working on some of the least expensive items on the list. She further noted that a <br />response must be sent to the League of Minnesota Cities by November 11, 2001. <br /> <br />Mayor Swedberg directed Ms. Bender to provide a written response to the League of <br />Minnesota Cities prior to the deadline. <br /> <br />Council Member Broussard Vickers requested Ms. Bender update Council as to progress <br />on the matter at the last meeting in October. <br /> <br />Council Member Broussard Vickers asked for an update on the roadway vacation letter <br />previously received. City Attorney Hoeft indicated that the only thing the City would do <br />is to follow the statutory process for vacating a roadway. He then indicated that Mr. <br />Palzer is working with the individuals involved to determine if an official request is being <br />made. He further explained that if the City vacates the roadway the property would <br />revert back to the way it was divided before the plat that created the street. <br /> <br />Council Member Broussard Vickers asked whether it was in the City's best interest to <br />vacate the street. City Attorney Hoeft indicated the City needed to determine if it has any <br />use for that piece of street. <br /> <br />XIII.
