Note: Due to the fact that the <br />hearing requirements for this fall are suspended, this provision will not take <br />effect until next year, unless your city chooses to optionally hold a hearing <br /> <br />D. Selecting hearing dales <br /> <br />County auditors must coordinate selection of TNT hearing dates. Since the <br />hearing requirements are waived for 2001, you only need to contact the county <br />auditor if your city is over 500 population and you choose to hold TNT <br />hearings. <br /> <br />A city with a population greater than 500 should select two hearing dates <br />between Nov. 29 and Dec. 20. Cities under 500 population are exempt from the <br />hearing requirements. The first hearing is the initial hearing; the second hearing <br />is the continuation hearing. The date for the continuation hearing must occur at <br />least five business days but not more than 14 business days after the initial <br />hearing. All TNT hearings must be held after 5 p.m., Monday through Friday, <br />or anytime on Saturday. No hearings may be scheduled on Sunday. Cities may <br />schedule continuation hearings on dates that conflict with other taxing <br />authorities' continuation hearing dates, if necessary. <br /> <br />Some cities, especially suburban cities that are covered by parts of multiple <br />school districts, have had difficulty finding dates to hold their hearings. In <br />response, the Legislature has reserved the first and second Mondays of <br />December (Dec. 3 and 10, 2001) for all cities. <br /> <br />A county that chooses to hold hearings will hold their initial hearing on the first <br />Thursday in December (Dec. 6,2001) and their continuation hearing on the <br />third Tuesday (Dec. 18,2001). Counties also have the option of holding <br />additional initial hearings on other dates before Dec. 20 at other sites if <br />necessary for the convenience of county residents. <br /> <br />Additionally, metropolitan special taxing districts (such as the Metropolitan <br />Council, Metropolitan Mosquito Control Commission, Regional Transit Board, <br />and Metropolitan Airports Commission) may hold their hearings on the first <br />Wednesday in December (Dec. 5, 2001). Finally, school boards will select <br />hearing dates. County auditors will notify city clerks or managers by Aug. 20 of <br />the available dates that remain. Cities must certify hearing dates to the county <br />by Sept. 14. <br /> <br />Joint truth-in-taxation hearings with county and school officials are authorized <br />for cities with populations over 10,000. If a city with a population over 10,000 <br />elects to hold a joint hearing, it may invite a member of the county board, the <br />school board, and the Metropolitan Council (if applicable) to its hearing. <br /> <br />Guidelines for Preparing City Budgets 2002 <br /> <br />21 <br />
