S ta t. 9 <br />275.065, subd. 6 <br /> <br />continuation hearing, if one is necessary, will be announced at the initial <br />hearing. Advertising the notice serves the dual purpose of providing a direct <br />notification to renters and also functioning as a reminder to property owners. <br />Standard forms for advertising and posting are prescribed by law, and will be <br />furnished by the Dept. of Revenue to each city. The forms will also be available <br />from the League. <br /> <br />Cities with populations of at least 2,500 and all counties and school <br />districts that choose to hold hearings this year must publish an advertisement at <br />least the size of a one-eighth page standard size newspaper. The advertisement <br />for these cities and counties must also include summary budget and levy <br />information in a form proscribed in statute. The advertisement must be <br />published in a newspaper that is circulated throughout the city (publication in <br />more than one newspaper may be necessary) that includes local and/or state <br />news and is published at least once a week. The advertisement must not be <br />placed in the part of the newspaper where leggl notices and classified <br />advertisements appear. The notice must be published not less than two business <br />days nor more than six business days before the hearing. <br /> <br />Cities with populations of over 500 but not more than 2,500 that choose to <br />hold hearings this year must post a notice of their proposed tax levy hearing in <br />the three most public places in the city. No newspaper advertisement is required <br />for these cities. Cities of populations of 500 or less are exempt from the hearing <br />and posting requirements. The most recent population estimates of the state <br />demographer will determine the appropriate requirement. <br /> <br />G. The TNT hearing process <br /> <br />For 2001, cities over 500 in population may optionally choose to hold a set of <br />TNT hearings to present the proposed levy and budget, and provide an <br />opportunity for the public to comment and make recommendations. Cities can <br />use the hearing process as an opportunity to educate and inform their voters. <br />Beginning in 2002, the hearing requirement that applies to cities over 500 <br />population is modified to provide an exemption if the proposed levy increase is <br />less than inflation as defined by the implicit price deflator for government <br />consumption expenditures. Although the hearing requirements have been <br />waived for taxes levied this fall, the IPD is estimated to be 3.36 percent for pay <br />2002 taxes. Any city that proposes an increase less than that amount would <br />have otherwise been exempt from the hearing requirement. <br /> <br />Cities should consider the following ideas for the hearing: <br />iii Include an executive summary of the budget, highlighting services or <br />budget goals. <br />..
