<br />Mr. Wilharber of 6849 Centerville Road indicated that Ms. Lien came to work for the <br />City in March of 1997 and he was mayor at that time. He then said that, as mayor he <br />used to stop in quite a bit and could observe the employees as they assisted residents. He <br />further stated that if an employee was not doing well residents would call him and he <br />never had a complaint about Jill. <br /> <br />Mr. Wilharber indicated that Mr. March would have talked to him if he was concerned <br />and he never brought any complaints to his attention. He then indicated that Ms. Bender <br />does help residents at the window as well. He further indicated that from March of 1997 <br />until he left office in December of 2000 he did not receive any complaints concerning <br />Ms. Lien and said it seems funny to him that all of the sudden now that Mr. March is <br />gone there would be a problem. <br /> <br />Council Member Capra indicated she would like to submit a letter from a resident that <br />could not be at the meeting. <br /> <br />City Attorney Hoeft reviewed the letter and indicated that Mayor Swedberg could read it <br />into the record. <br /> <br />Mayor Swedberg read a letter from Theresa Brenner. It read as follows: <br /> <br />Dear Honorable Mayor and Council Members, <br /> <br />I am writing to support your decision to terminate employment <br />with Jill Lien. Since Ms. Lien has chosen to appeal this decision <br />in an open meeting, I would like to state why I think it is an <br />appropriate decision. <br /> <br />Ms. Lien was previously involved in a serious incident of <br />misconduct as a City employee. I was a Council member <br />when the incident occurred in September 1998. The incident <br />involved a verbal and physical altercation with another staff <br />member at City Hall during office hours. For her part in the <br />incident, Ms. Lien was suspended without pay for one week <br />and placed on disciplinary probation. The City attorney, Mr. <br />Hoeft, can verify this and provide more information. <br /> <br />I believe the Council that I was on was very generous in giving <br />Ms. Lien a second chance. That's why I'm so disappointed <br />to see she has been disruptive and disrespectful again. It would <br />set a bad example for her to remain and risk continued disruption <br />of City operations, especially with a new administrator.
