<br />Council Member Broussard Vickers indicated that she had made the motion to adjourn <br />and Council Member Travis had seconded the motion. She then noted that Council <br />reconvened at 9: 15 and adjourned the meeting at 9: 16 p.m. <br /> <br />Motion by Council Member Nelson. seconded by Council Member Capra to <br />approve the August 22. 2001 Council Minutes as amended. All in favor. Motion <br />carried unanimously. <br /> <br />2. August 22, 2001 Executive Session Meeting Minutes <br /> <br />Council Member Nelson indicated she had agreed to do minutes for the executive session <br />and then distributed the minutes to Council. She then noted that Council had not <br />reviewed the minutes and further noted that an unapproved copy had been given to Ms. <br />Lien. <br /> <br />City Attorney Hoeft asked that Council not approve the minutes because they would be <br />involved in the discussion later. <br /> <br />Motion by Council Member Nelson, seconded by Council Member Capra to table <br />the approval of the August 22. 2001 Executive Session Council Minutes. All in <br />favor. Motion carried unanimously. <br /> <br />VII. PETITIONS AND COMPLAINTS <br /> <br />None. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Ground Development (Pheasant Marsh Final Plat) <br /> <br />Council Member Travis indicated Council had received a marked up copy of the <br />development agreement that did not have numbers. <br /> <br />City Attorney Hoeft indicated that Council would not be approving the development <br />agreement at this meeting and explained that the preliminary numbers would be <br />explained later in the meeting. <br /> <br />Mr. Hannah indicated that he and the City have been working on the developer's <br />agreement and they were informed late in the day of the numbers the City wants to use <br />for private improvements. He then indicated that his owner wants to have a chance to <br />look at the numbers before agreeing to them. <br /> <br />City Attorney Hoeft reviewed the developer's agreement with Council and indicated that <br />one of the issues Council needed to consider is whether it wants to require the 150% <br /> <br />Page 19 of29 <br />
