<br />Council Member Broussard Vickers questioned whether there was a provision in the <br />agreement to assure that all required actions of the developer will be completed. She then <br />noted that in previous developments there have been problems getting the developer to <br />complete the projects. <br /> <br />City Attorney Hoeft indicated that the retainage amount is held to ensure that, if the <br />developer does not complete the project, the City has money to have the work completed. <br />He then indicated that, in the past, the retainage has been reduced too quickly and the <br />closer to the end of the project the fewer funds that are available. <br /> <br />Council Member Broussard Vickers inquired as to whether there was a provision in the <br />agreement calling for an inspection of the final grade in order to assure there would not <br />be any drainage issues. She then noted that, in the past, final inspection of grade has not <br />been done and has resulted in drainage issues. <br /> <br />City Attorney Hoeft indicated that there is a provision in the agreement to cover the final <br />inspection of grade. <br /> <br />Mr. Peterson indicated that bids were opened for the utility and street improvement <br />project on September 11, 2001. He then indicated that the low bid of $726,615.90 was <br />submitted by Park Construction Company. Mr. Peterson then indicated that, since the bid <br />of Park Construction Company was within 4% of his estimate he recommended awarding <br />the bid to them. <br /> <br />Motion by Council Member Nelson. seconded by Council Member Travis to award <br />the bid for utility and street improvement to Park Construction Company with a <br />bid of $726.615.90. All in favor. Motion carried unanimously. <br /> <br />2. Search Process and Plan for the Vacant City Administrator Position (Update) <br /> <br />Council Member Nelson indicated she had received from Sathe Executive Search a <br />schedule for the interviews for the City Administrator position. She then explained that <br />Sathe Executive Search had requested that Council ask each candidate the same questions <br />and then provided Council with a copy of the sample questions. <br /> <br />Council Member Nelson indicated that the interviews would be held at City Hall and at <br />the church school room at St. Genevieve. <br /> <br />Mr. Wilharber suggested using the fire hall training rooms because they are much closer <br />to City Hall. <br /> <br />Council Member Nelson indicated she would check to see if they could use the fire hall <br />training room. <br /> <br />Ms. Buckbee reminded Council that the interviews needed to be posted. <br /> <br />Page 21 of29 <br />
