<br />Council Member Capra indicated that Mr. Lee, from the Parks and Recreation <br />Committee, had asked her if it was possible to check to see if other cities have payphones <br />in their parks. She then noted she had discovered that Vadnais Heights has phones in a <br />lot of their parks and have had only limited reports of vandalism or problems. <br /> <br />Council Member Broussard Vickers suggested putting the phone in the park and <br />monitoring to see if there are issues. She then suggested' that if there are too many <br />problems with the phone it can be removed. She further noted that due to other problems <br />with the wheels park the City is considering shutting it down. <br /> <br />Council Member Broussard Vickers explained that there are a few individuals causing <br />problems at the park by not allowing younger children to play, there was a graffiti <br />incident, and concern for behavior in the penalty box. She further noted that the Parks <br />and Recreation Committee is very disappointed in the behavior of these individuals and <br />has said that if the behaviors continue the park will be closed. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Capra to approve installation of a payphone at the wheels park. Ayes - 4. Nays - <br />l(Travis). Motion carried. <br /> <br />Mayor Swedberg noted he had spoken to the Community Service Officer who suggested <br />it may be appropriate to hire an attendant to monitor behavior at the wheels park. <br /> <br />Officer Bernardi indicated that over time the police would figure out how to handle the <br />wheels park. He then indicated that the police have had issues with a couple of <br />individuals that have been identified and steps are being taken to remove those <br />individuals from the park through the court system. <br /> <br />Mayor Swedberg asked whether an identification bracelet or an armband would assist <br />officers. <br /> <br />Officer Bernardi indicated that over time it will sort itself out. He then indicated that the <br />Community Service Officer from Lino Lakes is down at the wheels park quite often and <br />has said when he is there he has no problems but when an adult is not present there are <br />Issues. <br /> <br />Mr. Wi1harber indicated that the City has hired attendants to monitor behavior at its <br />skating rinks and suggested the City do so for the wheels park. He then indicated that he <br />walks his dog down there and noted that when there is an adult in the area the behaviors <br />stop but as soon as the adult leaves it starts up again. He also expressed concern for the <br />hours at the wheels park suggesting that kids are there late and then walking or skating <br />home in the dark. <br /> <br />Council Member Broussard Vickers indicated that the City will need to do something and <br />then said the Parks and Recreation Committee would like to wait and see how things go <br /> <br />Page 23 of 29 <br />
