<br />+ <br /> <br />'" <br /> <br />2001 - 2002 CITY CALENDAR OF IMPORTANT DATES <br /> <br />General comments <br />This calendar provides city clerks and other city officials with a handy reference <br />to some of the more significant dates in their business year. Many items are <br />framed in terms of the last day on which a certain duty must be performed. Users <br />must look ahead and anticipate necessary action. It may be advantageous to <br />complete certain tasks well ahead of the statutorily-mandated deadline. <br /> <br />Although primarily designed for statutory cities, because of the uniformity with <br />which they operate, many city calendar items also apply to home rule cities. <br />Items that only apply to statutory cities are generally so designated. Other items, <br />in most cases, apply to all cities. <br /> <br />City officials involved in the budgeting/finance process are advised to consult the <br />LMC publication Guidelines for Preparing City Budgets 2002 (215h.1, July 2001) <br />for a more in-depth analysis of deadlines and guidelines pertaining to municipal <br />finance. Another League publication, A Checklist of State and Federal Financial <br />Report Forms (June 1991), might also be a useful, general reference guide on <br />deadlines and other requirements for filing various forms with governmental <br />agencies. This checklist was printed 1 0 years ago, so please be aware that <br />changes might have occurred since its publication. <br /> <br />A summary of 2001 legislation affecting cities appeared in the July 25,2001, <br />issue No. 25 of the League's Cities Bulletin newsletter as well as in a separate <br />publication. The summary specifies effective dates of new legislation requiring <br />action by cities. To request a copy, please contact the League Research Service <br />at (651) 281-1200 or (800) 925-1122. <br /> <br />Truth-in-taxation hearings <br />Truth-in-taxation hearings in 2001 for taxes payable in 2002 are not required <br />because of the late enactment of the massive changes in the property tax <br />system. Truth-in-taxation hearings will be required for taxes payable in 2003 and <br />subsequent years. If your city chooses to hold a truth-in-taxation hearing this <br />year, you should follow the normal procedures for notice and setting the public <br />hearing date. The dates for those procedures are outlined in this calendar. <br /> <br />In addition, the truth-in-taxation hearing requirement has been modified. <br />Beginning in 2002, a city over 500 population is not required to hold a truth-in- <br />taxation hearing if the proposed levy increase is less than inflation as defined by <br />the implicit price deflator (IPD) for government consumption expenditures. <br /> <br />1 <br />
