+ '" 2001 - 2002 CITY CALENDAR OF IMPORTANT DATES General comments This calendar provides city clerks and other city officials with a handy reference to some of the more significant dates in their business year. Many items are framed in terms of the last day on which a certain duty must be performed. Users must look ahead and anticipate necessary action. It may be advantageous to complete certain tasks well ahead of the statutorily-mandated deadline. Although primarily designed for statutory cities, because of the uniformity with which they operate, many city calendar items also apply to home rule cities. Items that only apply to statutory cities are generally so designated. Other items, in most cases, apply to all cities. City officials involved in the budgeting/finance process are advised to consult the LMC publication Guidelines for Preparing City Budgets 2002 (215h.1, July 2001) for a more in-depth analysis of deadlines and guidelines pertaining to municipal finance. Another League publication, A Checklist of State and Federal Financial Report Forms (June 1991), might also be a useful, general reference guide on deadlines and other requirements for filing various forms with governmental agencies. This checklist was printed 1 0 years ago, so please be aware that changes might have occurred since its publication. A summary of 2001 legislation affecting cities appeared in the July 25,2001, issue No. 25 of the League's Cities Bulletin newsletter as well as in a separate publication. Truth-in-taxation hearings Truth-in-taxation hearings in 2001 for taxes payable in 2002 are not required because of the late enactment of the massive changes in the property tax system. Truth-in-taxation hearings will be required for taxes payable in 2003 and subsequent years. If your city chooses to hold a truth-in-taxation hearing this year, you should follow the normal procedures for notice and setting the public hearing date. The dates for those procedures are outlined in this calendar. In addition, the truth-in-taxation hearing requirement has been modified. Beginning in 2002, a city over 500 population is not required to hold a truth-in- taxation hearing if the proposed levy increase is less than inflation as defined by the implicit price deflator (IPD) for government consumption expenditures. 1
