That a clearly defi:ned process be agreed upon prior to its implementation. <br /> <br />· Ensuring that a realist timcline allows tor adequate and sufficient review <br />and evaluation <br /> <br />,/ <br /> <br />· That the gcyemanceof any new organization remains objective and nOB- <br />po litical <br />
