Chief of Police Joel D. Heckman
Centennial Lakes Police Department
200 Civic Heights Circle
Circle Pines MN 55014
763-784-2501 iheckman@centenniallakespd.com

June 7, 2001

To: City Administrator Jim March
Re: Alcohol Compliance Checks

On May 24th and 25th, our department conducted alcohol compliance checks at all eleven
licensed establishments in our jurisdiction. Six establishments out of the eleven that were
checked failed.

Waterworks Beach Club in the City ofCenterville was one of the six that failed. A formal
complaint has been sent to City Attorney Jim Hoeft for review of possible criminal charges
against the person (s) involved in procuring alcohol for a minor.

State law allows for civil penalties against any retailer who fails an alcohol compliance
check, and the State recommends that the authority issuing the liquor license impose the
civil fine.

As Waterworks is licensed by the City of Centerville, I bring this matter to your attention
for City Council action. Please note that the State will take civil action against any retailer
who fails a compliance check if the licensing authority does not.

Attached please find a copy of the letter sent to the City of Centerville last year from MN
Alcohol and Gambling Enforcement Division Director Frank Ball addressing the above.
Also attached is a copy of State Statute S 340A.415 with the appropriate area highlighted.

Please contact me should you have any questions regarding the alcohol compliance check
program.

Thank you.
