<br />City Council 11-29-2006 <br />Minutes of Work Session <br /> <br />Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway, <br />Tom Lee and Jeff Paar. Also present were Administrator Dallas Larson City Attorney <br />Kurt Glaser. <br /> <br />The agenda included discussion of the Downtown Redevelopment, but that was covered <br />in the regular meeting. <br /> <br />The Council spent considerable time reviewing the current developer agreement and <br />discussing developer performance and concerns with a potential change in the plan as is <br />currently being proposed by Sedona Homes. The Council identified several concerns <br />which the City Attorney will incorporate into a document to be forwarded to the Planning <br />and Zoning Commission for consideration. <br /> <br />City Attorney Glaser reviewed the progress with Anoka County on the Joint Powers <br />Agreement. There are still many issues outstanding which the County Engineer has been <br />unwilling to compromise on. The Council agreed that it may be useful to have a work <br />session with the County Engineer to see if some accommodation can be reached. The <br />most likely date that everyone could meet is December 7 at around 7:30 p.m. We will <br />verify that the County engineer can make that date. <br /> <br />Dallas Larson provided a written report on the progress toward implementing the Council <br />goals and objectives. Due to the late hour there was no discussion. <br /> <br />The Council discussed pay equity compliance and implementation. The report that was <br />prepared by Springsted had some fairly significant costs associated with it. The <br />consensus of the council was to implement the report recommendations on July 1, 2007. <br />A resolution to adopt the report and provide for its implementation will be on the next <br />regular meeting agenda. <br /> <br />Adjourned at approximately 10:15 p.m. <br /> <br />Dallas Larson <br />City Administrator <br />
