<br /> <br />City of Centerville <br /> Council Meeting Minutes <br /> December 13, 2006 <br />Ms. Lisa Kieselhorst said that Dr. Schlavin was an established practitioner and asked <br />whether she would need to provide a blueprint of the building. <br /> <br />City Attorney Glaser indicated that the Applicant would need to provide a drawing. <br /> <br />Mayor Capra suggested requesting a copy of the building plan from the City. <br /> <br />Ms. Kieselhorst indicated that a certificate is different from a license. She then said that <br />she has had a hold up with the school getting the certificates so she went and got a <br />transcript and had it stamped. She then asked whether there really is a requirement to be <br />photographed at the police station. <br /> <br />City Attorney Glaser said that being photographed is common licensing procedure. <br /> <br />City Attorney Glaser reviewed the amendments to Section 115.15(a) adding: and that the <br />establishment must be located in a commercial district and in a commercial enterprise; <br />Section 115.34(a) these minimum requirements are any of the following: <br /> <br />Council Member Lakso pointed out a typographical error in Section 115.21(b). Staff will <br />make the correction. <br /> <br />Motion by Council Member Lee, seconded by Council Member Lakso, to approve <br />Ordinance #16, Second Series, Amending Section 115 Relating to Commercial <br />Sauna and Massage Services and to approve the Summary Ordinance for <br />publication. <br /> <br />City Attorney Glaser read the Ordinance summary for the record. <br /> <br />CHAPTER 115: COMMERCIAL SAUNA AND <br /> MASSAGE SERVICES <br /> <br />SUMMARY OF ORDINANCE <br /> <br />TECHNICAL AMENDMENTS: <br />Changes made to Chapter 115 consist of renaming chapter <br />heading, making amendments to chapter sections 115.01 <br />through 115.99, and adds section 115.21. The new heading and <br />text of Chapter 115 consist of twelve pages in length. <br />PURPOSE OF PROPOSED AMENDMENTS: <br />Recognize the evolution of therapeutic massage as a service <br />industry and guard against illegal activities. <br />EXPLANATION OF SUBSTANTIVE AMENDMENTS: <br />Changes to Chapter 115 exchange barriers to entry of licensees <br />to provide massage services within the City with educational <br />and monitoring systems to encouraging legitimate massage <br />therapy services.
