<br />City Council Meeting Minutes <br />June 13,2001 <br /> <br />Mr. March indicated the document could be modified and sent back to the consultant if <br />Council desired. <br /> <br />Mayor Swedberg noted he could not believe that the Metropolitan Council was throwing <br />out the process they had used for many years. Mr. Hoeft indicated that the <br />Comprehensive Plan does not change; it is merely a timing issue as the Comprehensive <br />Plan indicates that the property would be developed at some point. <br /> <br />Council Member Nelson indicated she would like to do a MUSA swap rather than bring <br />the entire parcel into MUSA. <br /> <br />Council Member Broussard Vickers indicated that the school is supposed to open in 2002 <br />to handle the proposed development. <br /> <br />Council Member Capra indicated that due to some complications, the school might not <br />open until the fall of 2003. <br /> <br />Mr. Hoeft indicated that Council might desire to amend the document to what was <br />previously agreed to in order to keep the Pheasant Marsh project on track. He then <br />indicated that Council needed to determine whether it desires to bring the entire parcel <br />into MUSA and regulate development or request the MUSA swap. <br /> <br />Council Member Broussard Vickers indicated that development within the City is a <br />bigger discussion for a different meeting. She then indicated that the primary concern <br />was for the school and noted that if the school would be open in 2003 it did not make <br />sense to make the land sit until 2006. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Nelson to direct Staff to have the document revised to reflect the MUSA swap as <br />originally agreed to. All in favor. Motion carried unanimously. <br /> <br />Council Member Capra commented that the development would affect the school. <br /> <br />Mayor Swedberg indicated he did not think the development would affect the school <br />district due to the phasing required by Council. <br /> <br />Council Member Capra indicated that, with the delay for the opening of the new school, <br />the school would be affected by the development. Mr. Hoeft clarified that one side of the <br />development would be developed rather than the other and noted this should not affect <br />the school district. <br /> <br />3.
