<br />Planning and Zoning <br />Item 1. Education and Training <br />Every member of Planning and Zoning and the City Council should be trained in the <br />fundamental requirements to function as a Planning and Zoning Commissioner. The <br />City will arrange for training in Centerville and invite adjacent communities to attend the <br />seminars. Council also recognizes the need for professional expertise and will contract <br />for architectural support services on an as needed basis. <br />Responsible Leader: Jim March and Planning and Zoning Commission <br />Products: Train Council and P&Z to accepted standards <br />Plan to be Approved: Take advantage of training opportunities by all members <br />Plan to be Implemented: Completed by July 2002 <br /> <br />Action Taken: <br />. Members have attended Advanced Training with GIST that was very informative <br />. Members have become affiliated with the American Planning Association to keep <br />current on trends and developments in planning and zoning. <br /> <br />Item 2. Ordinances and Checklists <br />Council needs a system of checklists that ensure a developer has met all the ordinance <br />and planning criteria. Also in the checklist are steps and procedures to ensure that <br />appropriate officials such as Centerville committees, police and fire chiefs, County, and <br />other agencies have had proper time to offer comment before Council approval or <br />disapproval. <br /> <br />Of particular interest is to determine if a modification or new ordinance should require <br />radon sampling in new construction. Also a question to be raised is a requirement to <br />provide sump pump drainage in all new construction. Current trends on energy seem to <br />favor geothermal heat pumps. Can these types of questions be answered and <br />accommodated in our current ordinances? The questions about environmental friendly <br />fixtures and design should also be discussed. <br /> <br />Also developers agreements or administrative procedures should state what conditions <br />require reconsideration by Council per the recent issue on Mounds Trail.
