<br />MEMO <br /> <br />DATE: April6, 2001 <br /> <br />TO : Honorable Mayor and Council <br /> <br />FROM: Jim March <br /> <br />RE : Cable Franchise <br /> <br />********************************************************************** <br /> <br />Included in your packet is a copy of some material that was received at the Joint Cable <br />Commission/Operations Committee meeting that was held on April 4, 2001. <br />Councilmember Capra and I attended this meeting. <br /> <br />The negotiations for franchise renewal with AT + T Broadband have not been going well <br />through the "informal" negotiation process. The Cable Commission is recommending <br />that the seven member Cities consider authorizing the "formal" negotiation process. 1bis <br />can be very expensive. If the process was to go all the way to completion it could cost in <br />the neighborhood of $390,000. <br /> <br />There are presently no other companies to deal with other than AT + T. AT + T has refused <br />to negotiate items and wants to stick to a memorandum of understanding that was written <br />by legal counsel in January, 1996. <br /> <br />There are a number of items that the CoIIllIlission feels need to be addressed with a <br />franchise renewal. These types of items include PEG fees, the I-net and needed media <br />center equipment. A resolution is supposed to be coming from Commission legal counsel <br />in regards to this matter. If the resolution is received next week, I will bring the <br />document to the meeting. Councilmember Capra and I will be able to answer questions <br />at the meeting. Please read the background material thoroughly in this section and bring <br />your questions for discussion. <br />
