<br />Date: March 19, 2001 <br /> <br />To: Council and Committees <br /> <br />From: Tim Swedberg, Mayor <br /> <br />RE: Draft Goal Directives Proposal <br /> <br />Council began a process in January to define the goals for the City. This draft will be <br />reviewed at the next Council meeting on Wednesday, March 28, 2001 with final <br />approval after gathering citizen input. Specific direction is provided to City <br />commissions/committees and staff. This document does not preclude additional goals <br />that might be developed over the next two year period. This draft plan, in conjunction <br />with budget allocations, will provide citizens a road map for the next 2 years. Public <br />open houses will be scheduled for April 7 and 10 to gather citizen input. <br /> <br />vJ l-o 4- <br />vJl,..~ <br /> <br />Each goal must be: <br />. Focused and lead to action <br />. Researched and factual information provided to Council <br />. Implemented without raising taxes <br />. Communicated and seek public input and participation <br /> <br />I will make a motion at the March 28 Council meeting to adopt the Civic Index from the <br />National Civic League as the strategic tool to evaluate and improve our civic <br />infrastructure. You will notice that these goals are in alignment with the 10 components <br />of the Civic Index. The Civic Index describes the types of skills and processes that <br />must be present for a community to deal effectively with its unique concerns: <br />1. Citizen participation <br />2. Community leadership <br />3. Government performance <br />4. Volunteerism and philanthropy <br />5. Intergroup and intragroup relations <br />6. Civic education <br />7. Community information sharing <br />8. Capacity for cooperation and consensus-building <br />9. Community vision and pride <br />10. Regional cooperation <br /> <br />In this document I use statements such as "Council is interested in, Council would like, <br />Council wants, Council views, Council recognizes, or Council will". I am referring to my <br />own perceptions based on what I have heard and experienced in the first 60 days since <br />becoming Mayor pending final Council action.
