<br />.. <br /> <br />February 28, 2001 <br />Council Meeting Minutes <br /> <br />Council Member Broussard Vickers suggested if Council Member Capra had a question <br />or concern that she contact Staff to discuss the matter. <br /> <br />Mr. March suggested that discussion of items of concern take place prior to Council <br />meetings to allow Staff ample time to prepare information to be forwarded to the entire <br />Council for review. <br /> <br />Council Member Capra stated that she thinks there are things that transpire on a day-to- <br />day basis that she, as a Council Member, should know. Mr. Hoeft stated it is not a <br />Council matter, but noted she could ask as an individual. The matter had nothing to do <br />with Council, so Council would not be getting information on those types of items in the <br />future. Mr. Hoeft suggested that Council Member Capra refer to the League of <br />Minnesota Cities Handbook because the League is very conscious of the fact that Council <br /> <br /> <br />~embers think they have to know everything that is going on in the City and that is not a <br />Council Member's job. <br /> <br />Council Member Travis reminded Council that the Week in Review started as a courtesy <br />from Mr. March. He then stated that Staff handled the issue very well and complimented <br />Staff on a job well done. <br /> <br />Mr. March stated that if any member of Council is unhappy with a response from him, <br />they should address the entire Council regarding same. Mr. March requested that <br />Council allow Staff to do their jobs. <br /> <br />Council Member Capra stated that she brought up the issue because she did not want to <br />research the issue herself or be accused of micromanaging Staff. <br /> <br />Motion bv Council Member Nelson, seconded by Council Member Broussard <br />Vickers to recess to the Executive Session at 9:02 p.m. All in favor. Motion carried <br />unanimously. <br /> <br />Union contract negotiation discussion occurred during this Executive Session. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to approve the Union Contract as submitted. All in favor. Motion carried <br />unanimously. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Nelson to close the Executive Session at 9:30 p.m. All in favor. Motion carried <br />unanimously. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to continue the Council Meeting at 9:31 p.m. All in favor.
